2. A competence-based qualification may be obtained in competence tests by demonstrating the vocational skills defined in the qualification requirements defined by the Finnish National Board of Education. Preparatory training for the qualification is arranged when necessary. The education provider is responsible for the individualisation of the enrolment to the competence-based qualification, the completion of competence tests as well as the acquirement of the necessary vocational skills. The qualification certificate is awarded by a qualification committee appointed by the Finnish National Board of Education.
